Abstract

The research purpose involves theoretical and practical issues of the development and the efficiency increase of pharmaceutical production based on cluster approach. The research subject involves organizational and economic issues and the mechanisms of the development of a biopharmaceutical cluster. The project of the Republic of Altai on the formation of a biopharmaceutical cluster can become one of the growth areas of the pharmaceutical industry in the country. The cluster will be located in the territory of three municipalities: the city of Gorno-Altaysk, the Mayminskiy and Chemalskiy Districts. The Council will be the main coordinating body of cluster management. It will consist of the representatives of the main participating organizations. The research center of the Gorno-Altaysk State University (GASU) is going to be the kernel of the cluster. The indicators of the creation of a biopharmaceutical cluster in the Republic are as following: increase of health products’ share in the gross regional product and in exports of the Republic; the creation of new jobs within the cluster; the growth of innovative activity within the cluster; and growth of the percentage of goods and services of small and medium businesses. The association of biopharmaceutical enterprises around the GASU research center would enable minimizing transactional expenses and raising the production profitability.

Целью является исследование теоретических и практических вопросов развития и повышения эффективности фармацевтического производства на основе кластерного подхода. Объект исследования — организационно-экономические проблемы и механизмы развития биофармацевтического кластера. Одной из точек роста фармацевтической промышленности в стране может стать проект Республики Алтай по формированию биофармацевтического кластера. Территориально кластер будет расположен на территории трех муниципальных образований: г. Горно-Алтайска, Майминского и Чемальского районов. Основным координационным органом управления кластером будет Совет. Он будет состоять из представителей основных организаций-участников кластера. Ядром кластера станет научно-исследовательский центр Горно-Алтайского государственного университета (ГАГУ). Индикаторами реализации создания биофармацевтического кластера Республики Алтай являются: увеличение в составе валового регионального продукта и в экспорте республики доли оздоровительной продукции; увеличение числа новых рабочих мест в рамках кластера; рост инновационной деятельности в рамках кластера; рост удельного веса товаров и услуг субъектов малого и среднего предпринимательства. Объединение предприятий биофармацевтической продукции вокруг научно-исследовательского центра ГАГУ позволит минимизировать трансакционные издержки, повысить уровень рентабельности производства.
