Зарубежный опыт государственной поддержки производства зерновых культур

Abstract

Цель. Исследование опыта передовых стран производителей и экспортеров зерна в сфере стимулирования развития зернопродуктового подкомплекса. Методы. В качестве основного подхода используется системный и структурно-функциональный подходы, которые позволили определить основные инструменты государственного регулирования зернового производства передовых стран, выделить перспективные инструменты стимулирования развития отрасли в отечественной практике. Результаты. Рассмотрены общие подходы к регулированию аграрного рынка и определены направления использования зарубежного опыта в зернопроизводстве. Исследован опыт передовых стран производителей и экспортеров зерна в сфере стимулирования развития зернопродуктового подкомплекса, в том числе через льготное налогообложение. Научная новизна. Раскрыты положительные последствия реализации инструментов системы налогообложения для устойчивого развития сельского хозяйства. Обоснована специфика инструментальных методов государственной поддержки производства зерновых культур в зарубежных странах.

Purpose. To research experience of advanced countries grain producers and exporters in the field of grain subcomplex development stimulation. Methods. The main approach used is the system and structural-functional approaches enabling to identify the basic tools of the state regulation of grain production in advanced countries and perspective tools to stimulate the domestic industry development. Results. General approaches to agricultural market regulation are considered and directions for foreign experience implementation in grain production are defined. The author researched the experience of advanced countries grain producers and exporters in the field of grain subcomplex development stimulation, also through preferential taxation. Scientific novelty. Positive implications of the taxation tools implementation for the sustainable development of agriculture are revealed. The specifics of instrumental control of state support to grain production in foreign countries are substantiated.
