Анализ целей и задач региональных программ развития образования

Abstract

This article covers some aspects of evaluation of the educational systems in Russia regions, obtained as an outcome of the research project "Evaluation of regional education systems and their comparison" (The Russian Presidential Academy of National Economy and Public Administration). The results of the analysis of federal and regional documents in the field of education development have shown that there is no clear definition of the aims for education development, unconformity of objectives, KPIs, scheduled measures and, as a result, the decrease of the implementation effect. The presented approach to the comparative analysis of the program documents in the field of preschool and general education, considered as an example of Russian regions within the Far East Federal District, allowed to associate aims and objectives with the KPIs, which reflect the state of the educational system, as well as to reveal major discrepancies. The results of this article can be well used the government authorities and management, managers and specialists in the field of education.

В статье рассмотрены некоторые аспекты оценки состояния систем образования субъектов Российской Федерации в рамках исследования РАНХиГС по проекту «Проведение оценки состояния региональных систем образования и их сопоставление». Результаты анализа федеральных и региональных программных документов в области развития образования показали недостаточно четкое определение целей развития образования, несогласованность задач, целевых индикаторов и показателей, программных мероприятий и, как следствие, снижение эффекта от их реализации. Представленные подходы к сопоставительному анализу программных документов в части развития дошкольного и общего образования на примере субъектов Российской Федерации, входящих в состав Дальневосточного федерального округа, позволили соотнести цели и задачи с основными показателями, отражающими состояние систем образования, и выявить имеющиеся в них расхождения. Материалы статьи могут быть использованы органами власти и управления, руководителями и специалистами системы образования.
