Методология мониторинга качества управления общественными финансами

Abstract

Объектами данного исследования являются система управления общественными финансами и мониторинговая оценка ее качества в государстве, в том числе финансового менеджмента в государственном секторе. Данная проблема нова для России и поэтому пока недостаточно изучена. Целями статьи являются изучение существующей нормативно-правовой базы качества финансового менеджмента на уровне государственных ведомств, анализ результатов оценки финансового менеджмента в федеральных органах исполнительной власти. В результате проведенного исследования уточнены определение финансового менеджмента и его цель на макроуровне, доказана необходимость мониторинга качества управления общественными финансами, предложена система индикаторов, которая позволяет осуществлять мониторинг финансового состояния публично-правовых образований.

The paper studies the system of public finance management and monitoring of its quality in Russia, including financial management in the public sector. This problem is new for Russia, and therefore is not sufficiently studied. The objectives of this paper are to study the existing legal framework for financial management quality at the level of government departments, to analyze results of assessment of financial management in the federal executive bodies. The study clarifies the definition of financial management and its purpose at the macro level, proves the need to monitor the quality of public finance management, and proposes a system of indicators, which allows monitoring finances of public legal entities.
