Abstract

Представлены результаты исследований глубинных причин отставания сельского хозяйства России от промышленно-развитых стран, в том числе стран северной и центральной Европы. Выявление этих причин позволяет определить подходы к разработке научной концепции государственного регулирования экономики аграрного производства, гарантирующей его ускоренный рост. Проведенные исследования показали чрезвычайно высокую ответственность выбора направлений инвестиционных потоков в сельское хозяйство, определяющего конечные результаты. Правильно установленные приоритеты финансирования разных видов хозяйственной деятельности и мероприятий, улучшающих условия производства, оказываются более значимыми, чем экстенсивное увеличение капиталовложений и средств поддержки, предоставляемых из бюджетных источников вне зависимости от производительности труда на сельскохозяйственном предприятии и его усилий в наращивании объемов производства и сбыта продукции.

The results of the research underlying causes of lag of agriculture in Russia behind industrialized countries, including countries of northern and central Europe, are presented. Identifying these causes enables to determine the approaches to the development of the scientific concept of economic regulation of agricultural production, ensuring its rapid growth. The research conducted has shown the extremely high responsibility of choosing the direction of investment flows in agriculture, determining the ultimate results. Correctly set funding priorities for different types of business activities and the measures improving production conditions are more significant than the extensive increase of investment and support funds provided from the budget, regardless of labor productivity in the agricultural enterprise and its efforts to increase the production amounts and marketing of products.
