Оценка процессов конвергенции (дивергенции) в развитии районов Курганской области

Abstract

The paper presents the theoretical and methodological approaches to the analysis of interregional convergence processes. At the beginning of this article the theoretical and practical importance of the convergence process is assessing, the urgency of this problem for the Russian regions is substantiated. The techniques of convergence study, developed in domestic and western economics, are analyzed. The paper proposed to use the statistics and econometrics for interregional convergence modeling. Particular attention is given to methods of σ-convergence identification by the methods of mathematical statistics (coefficient of variation, skewness, kurtosis). The selection of indicators for the assessment of convergence (divergence) is carried out from the perspective of the possibilities of their calculation, ease of interpretation and practical significance. Finally, the importance of convergence research to identify the directions and instruments of regional policy is considered.

Представлены теоретико-методологические подходы к анализу процессов межрегиональной конвергенции. Обосновываются теоретическая и практическая значимость оценки процессов конвергенции, актуальность проблемы для российских регионов. Рассматриваются методики исследования конвергенции, развитые в отечественной и западной экономической науке. Предлагаются варианты использования экономической статистики и эконометрики в моделировании межрегиональной конвергенции. Особое внимание уделено методикам идентификации σ-конвергенции методами математической статистики (коэффициент вариации, асимметрия, эксцесс). Отбор показателей для оценки конвергенции (дивергенции) осуществляется с позиции возможностей их расчёта, простоты интерпретации и практической значимости. Рассматривается значимость исследований конвергенции для определения направлений и инструментов региональной политики.
