Abstract

Российская электроэнергетика является одной из передовых и наукоемких отраслей промышленности. В статье рассмотрены основные принципы управления электроэнергетикой, раскрыта сущность управления Единой энергетической системой России, определены уровни иерархии в управлении отраслью. Особое внимание уделено функциональному анализу деятельности Системного оператора Единой энергетической системы. Приведено описание процессов оперативно-диспетчерского управления электроэнергетикой. Особенностями Единой энергетической системы России являются необходимость передачи больших объемов электроэнергии за значительные расстояния, реверс потоков активной энергетической мощности, ограничения режимов работы условиями надежности и энергетической безопасности, высокая концентрация и дифференциация электроснабжения. Увеличение объемов потребления электрической энергии в совокупности с ежегодным ростом изношенных электрических сетей и генерирующего оборудования, постоянный рост информационной нагрузки на пункты диспетчерского управления, высокие риски неопределенности при планировании нагрузки на энергосистему приводят к нарушению надежности и энергетической безопасности. Выходом из сложившейся ситуации является переход к мультиагентному управлению отраслью.

The Russian electric power industry is one of the most advanced and high-tech industries. The article considers the main principles of management of electric power, the essence of the management of the Unified energy system of Russia, determined the levels of hierarchy in the management of the industry. Special attention is paid to the functional analysis of the activities of the System operator of the Unified energy system. Describes the processes of dispatch of power. Features of the Unified energy system of Russia are the need to transfer large amounts of electricity over long distances, the reverse flow of active energy power limiting modes of operation conditions of reliability and energy security, high concentration and differentiation of power supply. The increased consumption of electrical energy in conjunction with the annual growth of worn-out electric networks and power generation equipment, the steady increase in the information load points Supervisory control, high risks of uncertainty when planning the load on the power system lead to the violation of reliability and energy security. The exit from this situation is the transition to multi-agent management industry.
