Научно-исследовательская деятельность вузов культуры и искусств: опыт сопоставительного анализа

Abstract

The aim of the research consists in characterizing of institutional aspects of scientific-research activity of higher educational institutions of culture and arts. Results of research were presented in the report form at the XXXVI scientific and practical conference of the Chelyabinsk State Academy of Culture and Arts "Culture art education: scientific and applied aspects". The research framework involves educational establishments within the jurisdiction of RF Ministry of Culture due to the common features of special-purpose and organizational arrangements and educational programs complex. Sources of information: reports of high-schools’ self-inspection (on April 1, 2014), educational establishments of higher education monitoring data, high-schools’ sites, site of Higher Certification Commission at Ministry of Education and Science of Russia. Analysis of scientific-research work of educational establishments of culture and arts allows evaluating their scientific-teaching potential realization level: firstly, teaching staff structure dynamics (age, qualification etc.); secondly, results of scientific activity; thirdly, institutional conditions of its realization (scientific-teaching personnel training system, dissertation board, financing etc.). They conclude by saying that scientific-research work of high-schools in general and high-schools of culture and arts in particular is carried out within the limits of “technological corridor”, ”lower border of which is determined by the accreditation indices criteria and by Federal State Educational Standards requirements, and upper border by state policy in the field of science and education priorities and directions of scientific-teaching personnel training and certification modernization system. Higher educational institutions of culture and arts face the problem of efforts initiation integration and scientific and creative projects implementation: strengthening and widening of contacts with the constitutor (RF Ministry of Culture), profile educational and scientific establishments and organizations, leading scientists in profile specialties, international and foreign professional amalgamations, scientific establishments and organizations.

Цель исследования - характеристика институциональных аспектов научно-исследовательской деятельности вузов культуры и искусств. Результаты исследования были представлены в виде доклада на XXXVI научно-практической конференции профессорско-преподавательского состава Челябинской государственной академии культуры и искусств «Культура - искусство - образование: научные и прикладные аспекты». База исследования - образовательные организации, подведомственные Министерству культуры Российской Федерации, исходя из общности целевых и организационных установок, комплекса образовательных программ. Источники информации - отчеты о самообследовании вузов (на 1 апреля 2014 г.), данные мониторинга эффективности образовательных организаций высшего образования, сайты вузов, сайт высшей аттестационной комиссии при Минобрнауки России. Анализ НИР образовательных организаций культуры и искусств позволяет оценить уровень реализации их научно-педагогического потенциала: во-первых, динамику структуры кадрового состава (возрастной, квалификационной и т. д.), во-вторых, результативность научной деятельности, в-третьих, институциональные условия ее осуществления (система подготовки научно-педагогических кадров, диссертационные советы, финансирование и т. д.). Сделан вывод, что НИР вузов в целом, культуры и искусств в частности реализуется в пределах «технологического коридора», нижние границы которого задаются критериями аккредитационных показателей и требованиями ФГОС, верхние - приоритетами государственной политики в сфере науки и образования, направлениями реформирования системы подготовки и аттестации научно-педагогических кадров. Перед вузами культуры и искусств встает проблема интеграции усилий в инициации и осуществлении научных и творческих проектов: укреплении и расширении контактов с учредителем (Министерством культуры РФ), профильными образовательными и научными учреждениями и организациями, ведущими учеными по профильным специальностям, международными и зарубежными профессиональными объединениями, научными учреждениями и организациями.
