Психологические аспекты политики деинституционализации детей-сирот и детей, оставшихся без попечения родителей, в России: востребованность научных идей В. С. Мухиной

Abstract

The analysis of State policy of deinstitualization of orphans and children without parental care is presented; the necessity of taking into account psychological factors is stressed. A broadened understanding of deinstitualization notion that includes principles of non-admission of children into the system of State care and development of family forms of upbringing is used. The importance of accounting of conditions of development and being of inner position (V.S Mukhina) of a children’s home inmate is revealed. The problem of psychological security of children without parental care as parametric function of two variables external conditions and inner position (V.S. Mukhina) is discussed. Topicality of ideas and personal experience of V.S. Mukhina in the sphere of creation of conditions for development and being of children in orphanages is shown. The problems of training of substituting parents and foster child for moving into a new family, necessity for evaluation of content of structural elements of child’s self-consciousness at international adoption for his/her level of adaptation assessment are discussed.

Представлен анализ государственной политики деинституционализации детей-сирот и детей, оставшихся без попечения родителей, и показана необходимость учета психологических факторов. Используется расширенное толкование понятия «деинституционализация», которое включает в себя принципы работы по недопущению детей в систему государственного попечения и выводу их на семейные формы воспитания. Показана важность учета условий развития и бытия внутренней позиции (В.С. Мухина) воспитанника организации для детей-сирот. Обсуждается проблема психологической защищенности детей, оставшихся без попечения родителей, как параметрической функции двух переменных: внешних условий и внутренней позиции (В.С. Мухина). Продемонстрирована актуальность идей и личной практики В.С. Мухиной в сфере создания условий развития и бытия детей в учреждениях интернатного типа. Рассматриваются проблемы подготовки замещающих родителей и воспитанников к переходу в семью, необходимость оценки наполнения структурных звеньев самосознания ребенка при международном усыновлении для оценки степени его адаптации.
