Основные модели правового статуса научно-педагогических работников в современном мире и России: теоретические и прикладные аспекты

Abstract

На основе отечественного и зарубежного опыта выявляются и анализируются основные модели правового статуса научно-педагогических работников, различающиеся характером и степенью государственного контроля за их преподавательской и исследовательской деятельностью: этатистская (Россия и бывший СССР), либеральная (типичный представитель США) и либерально-этатистская (типичный представитель Франция). По мнению автора, России следует начать движение в сторону либерально-этатистской модели и расширить автономию вузов, в том числе в присвоении ученых степеней и званий. При этом следует с осторожностью относиться к рейтингам университетов и индексам цитируемости, которые, как показывают результаты исследования Европейской ассоциации университетов, не всегда дают объективные результаты.

Following domestic and foreign experience, the author identifies and analyzes the basic models of the legal status of academic staff which differ in nature and degree of state control over their teaching and research activities: statist (Russia and the former USSR), liberal (USA being a typical representative), and liberal-statist (France). The author believes that Russia should move in the direction of the liberal-statist model and extend the autonomy of universities, including the awarding of academic degrees and titles. However, it is important to be wary of university rankings and citation indices, which, as the studies of the European University Association show, do not always give objective results.
