Abstract

В настоящей статье представлен анализ условий формирования института «партий власти» как механизма рекрутирования современной политической элиты в странах постсоветского пространства России и Казахстана. Обозреваются процессы формирования и развития данного партийного образования на основе существовавших институциональных предпосылок, а также роли и возможности влияния на процесс принятия кадровых и политических решений.

The article contains the analysis of formation of the «parties of power» institute as a recruiting mechanism of contemporary political elite in the countries of the former Soviet Union Russia and Kazakhstan. The processes of formation and development of the political education are surveyed on basis of previous institutional backgrounds, as well as of the role and influence on personnel and political decision making.
