Современные подходы к управлению качеством высшего образования

Abstract

Статья посвящена вопросам повышения качества высшего образования, разработанным и используемым в международном контексте и на Европейском пространстве высшего образования политическим и методическим документам по вопросам обеспечения качества. Подробно проанализированы принципы и положения Европейских стандартов и Руководства по обеспечению качества на европейском пространстве высшего образования. Также исследована проблема управления качеством, предусматривающая комплексное взаимодействие таких элементов, как нормативно-правовая база; четко сформулированные цели обучения; образовательные стандарты, основанные на компетенциях; соответствующие этим стандартам образовательные программы и учебные материалы; квалифицированные педагогические кадры; система сбора и анализа информации; ориентация на лучшие образцы качества в рамках национальной практики.

The article looks into issues of quality in higher education, as well as into policy and methodological documents developed and adopted internationally and in Europe in the sphere of quality assurance. Detailed analysis is performed of the principles and provisions of the Standards and Guidelines for Quality Assurance in the European Higher Education Area. Also the issue of quality management is examined that envisages integration of such tools as the legal framework; aims and objectives of the curriculum; competence-based standards and teaching and learning materials; qualified staff; system of collection and analysis of data, orientation towards samples of best home and international practice.
