The Prospects of development of Tyumen region, including Khanty-Mansi Autonomous Region and Yamalo-Nenets Autonomous District, as a basic region representing the high importance in social and economic policy of our country, are connected with accumulation of competitive advantages in oil and gas sector. The important role in the solution of problems of such level is played by introduction of innovative clusters where the center of scientific and educational competences keeps the key position and does not have branch, territorial lack of integration with participation of a cluster. In Tyumen region as the initiation of new educational, scientific and technological projects center in the field of basic region economy sector is Tyumen State Oil and Gas University which is ranged as the regional and branch center of research and innovative competences and carrying out the activity in the priority directions in the field of energy efficiency and rational environmental management.

Перспективы развития Тюменской области с входящими в ее состав ХМАО и ЯНАО, как «опорного» региона, сохраняющего свою высокую значимость в социально-экономической политике нашей страны, связаны с наращиванием конкурентных преимуществ в нефтегазовом секторе. Важную роль в решении задач такого уровня играет появление инновационных кластеров, где ядром должен выступать центр научных и образовательных компетенций, не имеющий ни отраслевой, ни территориальной разобщенности с участием кластера. В Тюменском регионе центром инициирования новых образовательных, научных и технологических проектов в области базового для региона сектора экономики выступает Тюменский государственный нефтегазовый университет, позиционирующий себя как регионально-отраслевой центр исследовательских и инновационных компетенций и осуществляющий свою деятельность по приоритетным направлениям в области энергосбережения и рационального природопользования.
