Развитие системы дополнительного профессионального образования в контексте наследия XXII олимпийских зимних игр

Abstract

Обсуждается развитие дополнительного профессионального образования (ДПО) в постолимпийский период в Сочи. Отмечается, что возросшая потребность в профессиональных кадрах в период подготовки к Олимпиаде в постолимпийский период несколько снизилась, однако останется достаточно высокой в связи с дальнейшим интенсивным развитием городской инфраструктуры под влиянием олимпийского ускорения. Социологические исследования свидетельствуют о наличии в Сочи количественной возможности комплектования кадрового потенциала, однако создать полноценный кадровый резерв часто мешают его низкие качественные характеристики, что свидетельствует об актуальности проблемы формирования собственного квалифицированного рабочего резерва в постолимпийский период через систему ДПО. Приводятся требования к ДПО: формирование контингента специалистов за счет повышения квалификации местных кадров; повышение престижности рабочих профессий; PR-сопровождение ДПО, создание новой гуманистической идеологии постолимпийского Сочи. На основе концепции конкурентоспособности определен критерий профессиональной подготовки, который прогнозирует и определяет качество образовательного продукта – системы разнообразных взаимосвязанных компетентностей обучаемого.

The article considers the development of supplementary vocational education (SVE) in the post-Olympic period in Sochi. It is underlined that the demand for competent staff in the post-Olympic period though slightly decreased will remain high because of the further intensive development of infrastructure in the context of the Olympic legacy. Sociological studies indicate the opportunities for the increasing quantity of the human resources; nevertheless sufficient staff reserve development is hampered by the low quality causing consequently the need to train our own highly qualified staff reserve through the system of SVE in the post Olympic period. The authors show the requirements to the SVE: through retraining of local personnel to establish the pool of experts; to increase the prestige of workers; to PR-support SVE, to create a new humanistic ideology of post-Olympic Sochi. The concept of the competitiveness defines the criteria for training, which predicts and determines the education quality, and the system of diverse integrated student competencies.
