Устойчивое продовольственное самообеспечение на основе развития сельских территорий

Abstract

The article discusses the reasons for the food self-insufficiency of the country and possible solutions to this problem through the development of rural areas. The paper specifies main tasks that can contribute to solving this problem. They include: achievement of the balance in the man-to-environment system; conservation of soil fertility of agricultural lands; prioritized development of social and industrial infrastructure of agricultural enterprises and rural areas; optimization of fiscal federalism that will enable effective inter-regional food interactions; optimization of motivated location and specialization of agricultural production at regional level; improvement of the mechanism for development of cooperation between farmers and owners of land shares (plots) starting from its production function and creating a similar rural infrastructure.

Рассматриваются причины недостаточного продовольственного самообеспечения страны и возможные варианты решения данной проблемы на основе развития сельских территорий. Определены основные задачи: достижение баланса в системе «человек - природная среда»; сохранение плодородия сельхозземель; обоснование приоритетности развития социальной и производственной инфраструктуры аграрных хозяйств и сельских территорий; оптимизация бюджетного федерализма, обеспечивающая возможность эффективного межрегионального продовольственного взаимодействия; оптимизация мотивационного размещения и специализации агропроизводства на межрегиональном уровне; совершенствование механизма развития кооперации хозяйств населения и обладателей земельных долей (участков), начиная с ее производственной функции и создания аналогичной сельской инфраструктуры.
