Развитие и внедрение NBIC-технологий: история и современность

Abstract

The article discusses the history, present and prospects for the development of NBIC technologies against the background of the dialectical interaction of socio-historical development of the society with the state of science and technology. Based on the most fundamental concept is quite reasonably identifies the major periods of increase and decline convergent processes in science. When taking into account peculiarities and high risk factors of the investigated phenomena. The article draws attention to the need of inclusion of the social technologies in NBIC education. The modern stage of development of technological convergence on a global scale can be characterized by the activation and orientation forcasting activities in different countries as well as on the level of funding of certain projects. According to the materials of open access in the work traced the priorities of funding some of NBIC projects in the USA. Identifies prospects and Russia´s place in the world ranking of industrialized countries, developing and using NBIC technologies. Suggested measures for improvement of the Russian institutional reforms.

В статье рассматриваются история, современность и перспективы развития NBIC-технологий на фоне диалектического взаимодействия социально-исторического развития общества с состоянием науки и технологий. С опорой на наиболее фундаментальные концепции вполне аргументированно выделяются основные периоды активизации и спада конвергентных процессов в науке. При учете особенностей и высокой рискогенности исследуемых явлений, подчеркивается необходимость включения в NBIC-образование социальных технологий. Современный этап развития технологической конвергенции в мировом масштабе можно характеризовать по активизации и направленности форсайтинговой деятельности различных стран, а также по уровню финансирования тех или иных проектов. По материалам открытого доступа в работе прослеживаются приоритеты при финансировании некоторых NBIC-проектов США. Определяются перспективы и место России в мировом рейтинге промышленно развитых стран, развивающих и использующих NBIC-технологии. Предлагаются меры по совершенствованию российских институциональных реформ.
