Интервал неопределенности при оценке земель сельхозназначения

Abstract

Автор исследует рынок земель сельскохозяйственного назначения Самарской области, анализирует причины широкого разброса цен предложений земельных участков, что осложняет применение сравнительного подхода к оценке. Рассмотрены факторы, оказывающие влияние на формирование рыночных цен на продукцию растениеводства, которые, в свою очередь, приводят к существенным расхождениям результатов оценки земель при применении доходного подхода. На примерах показано, что стоимость одного и того же участка, определенная в разные месяцы, существенного отличается из-за сезонных колебаний рыночных цен на зерно. Предлагается использовать в оценочных расчетах государственные закупочные цены, поскольку они формируются на рыночной основе.

The author examines the agricultural land market in the Samara region, analyses the reasons for the wide range of prices, which complicates the use of the comparative approach to the assessment. The article considers the factors influencing the formation of market prices for agricultural products, which, in turn, lead to a significant variation in the estimation results when applying the income approach. The article cites examples in which the price of the same area, defined in different months, differs significantly due to the seasonal fluctuations of prices on the grain market. The author proposes to use in the calculation set by the state of the purchase price, because they are formed on a market basis.
