Abstract

The new information technologies present vast massive of data at one's fingertips. The access to information resources beyond national barriers changes the activities of educational systems. The communicative revolution presupposes information culture the ability to maintain search for information one needs and information reflectivity the ability to judge the accessed information. The democratizing effects of Internet on social institutions is under study and is somewhat overestimated. The political communication over the Internet has its own characteristics. One speaks about specific forms of social involvement, typical of world wide web presentations e. g. social solipsism. Widely discussed are the problems of democracy and Internet, entertainment and informative function in the world wide web, political campaigns in virtual reality. The studies of electronic communication and person-computer-person communication help perceive the role of new information technologies in forming mentality of globalized epoch. Aspects of information globalization are intrinsically connected with ethnic and social identity stereotypes.

Новые информационные технологии позволяют использовать огромные массивы информации. Доступ к информационным ресурсам поверх национальных барьеров меняет деятельность образовательных систем. Коммуникативная революция предполагает информационную культуру, т.е. способность осуществлять поиск необходимой информации, и информационную рефлективность, т.е. возможность оценивать полученную информацию. Демократизирующее влияние Интернет на социальные институты активно исследуется и нередко переоценивается. В этой связи говорят о социальном солипсизме специфическом типе коммуникации, характерном для Интернет. Широко обсуждаются проблемы демократии и Интернет, развлекающей и информативной функции всемирной паутины, политических кампаний в виртуальной реальности. Исследования электронной коммуникации и коммуникации компьютера и человека позволяют понять роль новых информационных технологий в формировании ментальности эпохи глобализации. Аспекты информационной глобализации тесно связаны с социальными и этническими стереотипами идентичности.
