Abstract

Пищевая промышленность Забайкальского края в настоящее время испытывает большие трудности. Проблемы связаны с устаревшей производственной базой предприятий отрасли и недостатком средств для ее обновления. Развитию отрасли мешают высокие тарифы на электроэнергию, услуги ЖКХ, транспортные расходы, острая нехватка квалифицированных отраслевых специалистов. Для развития мясоперерабатывающей промышленности у производителей ощущается недостаток сырья мяса говядины и свинины, для молокоперерабатывающей сырого молока. Вследствие этого потенциальные предприниматели размещают свои производства в других регионах с более благоприятными условиями для бизнеса. Оценка емкости рынка показала, что значительная доля рынка продукции пищевой промышленности не занята местными производителями. По молоку и молочным продуктам, маслу животному, сыру, рыбе и рыбопродуктам, мясу и мясопродуктам забайкальские производители не занимают даже четверти емкости рынка. Недостаток собственного производства этих и других продуктов покрывается за счет привозной продукции из других регионов и из-за рубежа, снижая продовольственную безопасность Забайкальского края. Данные товарного баланса свидетельствуют о том, что потребности экономики региона в ряде продуктов, по данным официальной статистики, покрываются полностью за счет привозной продукции. Между тем, некоторые ее виды, а именно: крупы, макаронные изделия, продукты молочные сгущенные, вино-водочная продукция ранее производилась на территории Забайкальского края. Вместе с тем, пищевая промышленность имеет огромные перспективы развития, связанные с использованием ее конкурентных преимуществ и внедрением современных форм организации производства, что становится особенно актуальным в условиях экономических санкций, применяемых к России

The food industry of the Transbaikal Territory is currently experiencing great difficulties. The problems are associated with obsolete production base of the industry and lack of funds for its renovation. High electricity tariffs, housing and communal services, transport costs, acute shortage of qualified industrial professionals prevents the development of this industrial branch. For the development of meat industry the producers experience a shortage of raw materials beef and pork, in dairy raw milk. As a consequence, potential entrepreneurs place their production in other regions with more favorable conditions for business. The evaluation of market capacity has showed that a significant market share of food industry is not occupied by local producers. In milk and dairy products, butter, cheese, fish and fish products, meat and meat products the transbaikal manufacturers have not even reach a quarter of the market capacity. Lack of own production of these and other products is covered by imported products from other regions and abroad, reducing the food security of the Transbaikal territory. Trade balance data indicate the needs of the region's economy in some products, according to official statistics, is covered entirely by imported products. Meanwhile, some of its species: cereals, pasta, dairy products, concentrated wine beverages were earlier produced on the territory of Transbaikal territory. However, the food industry has great prospects of development associated with the use of its competitive advantages and introduction of modern forms of production organization, which is particularly actual in the context of economic sanctions imposed by Russia
