Современная система природопользования Дальнего Востока: новые тенденции и оценки

Abstract

The authors studied new developments and trends (typical for the period 2005–2012) in the system of nature management of the Russian Far East. The article reflects significant changes in nature management in terms of technological (the introduction of new technologies of extraction and processing of mineral and raw materials, growth of the technological availability of mineral Н.В. Антонова resources, technological structure changes of the forestry complex), institutional (amendment of the rules of forest management and customs regulation of wood export, mechanisms of mineral centers for economic development) and organizational aspects (activation of the concentration and integration processes in the resource industries) and the international component of the natural resource sector in the region (export component changing in the production of the complex, markets transformation of these products, the share growth of foreign investments for the resource sector development. The authors investigated situation with the reproduction of raw materials base of resource sectors and made assumptions about the raw materials base «compression» (forest and fishery complexes, land resources for agriculture) or its excessive development (mineral resources) in the period under review.

Исследованы новые явления и выявлены тенденции в системе природопользования Дальнего Востока, характерные для периода 2005–2012 гг. Получены оценки, характеризующие существенные изменения в природопользовании в части технологических, институциональных, организационных аспектов, международной составляющей природно-ресурсного сектора региона. Исследована ситуация с воспроизводством сырьевой базы ресурсных отраслей и высказаны предположения о появлении признаков «сжатия» сырьевой базы (лесной и рыбохозяйственный комплексы, земельные ресурсы для сельского хозяйства) либо чрезмерной освоенности ее активной части (минерально-сырьевой комплекс).
