Применение системного подхода к исследованию финансово-кредитной инфраструктуры сельского хозяйства

Abstract

Возрастающее значение развития финансово-кредитной инфраструктуры сельского хозяйства в воспроизводственной деятельности сельскохозяйственных товаропроизводителей обусловлено необходимостью постоянного поступления средств для финансирования потребностей сельского хозяйства и ограниченными возможностями самофинансирования в результате относительно высокой капиталоемкости при относительно низком уровне рентабельности. Системный подход к исследованию финансово-кредитной инфраструктуры сельского хозяйства предполагает рассмотрение ее как совокупности взаимосвязанных и взаимообусловленных подсистем и входящих в них элементов, ориентированных на выполнение определенных функций. Использование системного подхода углубляет целостные теоретические представления о финансово-кредитной инфраструктуре сельского хозяйства В статье раскрыта сущность финансово-кредитной инфраструктуры сельского хозяйства с точки зрения функционального и институционального аспектов, охарактеризованы ее подсистемы, определены их функции и элементы. Изучение системных признаков рыночной инфраструктуры позволило выявить признаки, характерные для финансово-кредитной инфраструктуры сельского хозяйства.

The increasing value of development of financial and credit infrastructure of agriculture in reproduction activity of agricultural producers is caused by the need of continuous receipt of funds for financing the requirements of agriculture and limited opportunities of self-financing as a result of rather high capital intensity at rather low level of profitability. The systematic approach to research of financial and credit infrastructure of agriculture assumes its consideration as a set of the interconnected and interdependent subsystems and their elements focused on performance of certain functions. The use of systematic approach deepens complete theoretical ideas about the financial and credit infrastructure of agriculture. In the present article the essence of financial and credit infrastructure of agriculture in the points of view of functional and institutional aspects is opened, its subsystems are characterized, their functions and elements are defined by the authors. The study of the systemic features of market infrastructure allowed the authors to reveal the signs peculiar to financial and credit infrastructure of agricultural sector.
