Abstract

This article presents an overview of the works of Kazakh, Russian and foreign scientists devoted to the innovation process and its management. Conceptual of such terms as innovation, innovation activity, process, innovation process, management of the innovation process are also presented in this article. The theory of management of the innovation process is proposed. The advantages and differences of the author's approach are also presented. In the new vision the innovation process consists of the following subprocesses: novation process, introduction of the novation into production, dissemination of the innovations in the market, consumption process, exchangeable process and / or improvement process and reproductive process. The definitions of novation process, introduction of the novation into production, dissemination of the innovation in the market, exchangeable and improvement processes are also proposed. The input and output data of each sub-innovation process is offered. There are listed the subjects of each subprocess. Features and factors of the innovation process are also considered. Conditions of implementation of the innovative process are presented, each of them is described in detail. The main conditions for implementation of the innovation process are the demand for innovation, availability of personnel, level of knowledge (general and specific), the availability of competent managers, the availability of innovative strategies and policies, the development and use of indicators for each subprocess and a specific orientation on them, as objects of control on the way to the formation of a complex innovation process. In the offered theory of the innovative process management, control will be implemented by the innovation process, management will consider each subprocess within the innovation process. The process of control is more inclusive than management, which is the only one part of the managerial mechanisms. Management of the innovative process includes: management of the novative process; management of introduction of the novation into the production, management of dissemination of the innovation in the market; management of the consumer process; management of the exchangeable and/or improvement processes.

Представлен обзор трудов казахстанских, российских, зарубежных ученых в области инновационного процесса и управления им. Представлены понятия «инновация», «инновационная деятельность», «процесс», «инновационный процесс», «управление инновационным процессом». Предложена теория управления инновационным процессом. Показаны преимущества и отличия авторского подхода. В новом понимании инновационный процесс складывается из следующих подпроцессов: новационный процесс, нововведенческий процесс, диффузиозный процесс, потребительский процесс, заменяемый процесс и/или процесс усовершенствования, воспроизводственный процесс. Представлены определения новационного, нововведенческого, диффузиозного, потребительского процесса, процесса замены и усовершенствования. Представлены входные и выходные данные каждого подпроцесса инновационного процесса. Перечислены субъекты каждого подпроцесса. Рассмотрены признаки, факторы инновационного процесса. Представлены условия осуществления инновационного процесса, каждый из которых подробно расписан. К основным условиям осуществления инновационного процесса отнесены востребованность инновации, наличие кадров, уровень знаний (общих и специфических), наличие грамотных управленцев, наличие инновационной стратегии и политики, разработка и использование показателей каждого подпроцесса и конкретная ориентация на них как объектов управления на пути к формированию целостного инновационного процесса. В предложенной теории управления инновационным процессом управление будет осуществляться в целом над инновационным процессом, менеджмент внутри инновационного процесса как рассмотрение каждого подпроцесса. Управление процесс более емкий, нежели менеджмент, который является лишь частью управленческих механизмов. Управление инновационным процессом включает в себя менеджмент новационного процесса, менеджмент нововведенческого процесса, менеджмент диффузиозного процесса, менеджмент потребительского процесса, менеджмент заменяемого процесса и/или процесса усовершенствования.
