Abstract

В статье разработан организационно-экономический механизм совершенствования межотраслевых отношений в агропромышленном комплексе. К организационным факторам данного механизма отнесены: совершенствование договорных отношений, развитие маркетинговых структур и создание интеграционных формирований; к экономическим – гибкая ценовая политика и использование лизинговых механизмов. С целью совершенствования межотраслевых отношений предложено применять разработанную методику расчета договорной закупочной цены с учетом средних темпов роста затрат на каждый вид ресурсов, которая позволяет не привязываться к официальному курсу инфляции. Также рекомендовано создание предприятиями различных сфер АПК интеграционных формирований, для чего предложена схема их взаимодействия. Внедрение комплекса предложенных мероприятий приведет к ряду изменений: вследствие повышения эффективности деятельности предприятий АПК и ведения расширенного воспроизводства произойдет снижение импортозависимости и повышение продовольственной безопасности; личная заинтересованность в повышении качества продукции всех организаций комплекса, контроль качества на каждой производственной стадии приведет к повышению конкурентоспособности отечественной продукции в рамках функционирования в ВТО; вследствие нивелирования действий посредников и снижения цен на конечную продукцию повысится доступность продукции для населения.

This article is designed organizational-economic mechanism for improving inter-industry relations in agriculture. The organizational factors of this mechanism include: improving contractual relations, the development of marketing structures and the creation of integration formations; to economic flexible pricing policy and the use of leasing arrangements. In order to improve cross-sectoral relations proposed to apply the method of calculation of contractual purchase price based on the average growth rate of costs for each type of resource that allows you to not be tied to the official rate of inflation. Also recommended the establishment of enterprises of various spheres of agroindustrial complex integration units, for which the scheme of their interaction. Introduction of the proposed actions will lead to a number of changes: due to performance improvement and management of agricultural enterprises expanded reproduction will be reduced on imports and food security; a vested interest in improving the quality of the products of all complex organizations, quality control at each stage of production will increase the competitiveness of domestic products in the framework of the WTO; due to the leveling action intermediaries and lower prices for end products increase product availability to the public.
