In the article the process of formation and development of the system of state management of nature protection in the RSFSR and features of the organization of the environmental activities of ministries and agencies. Addresses the issues of formation of the Soviet legislation in the field of nature protection and rational use of natural resources, identifies and analyzes the causes of environmental degradation in the country in 1950-70-ies. The author also considers the role of the economic reforms of 1957 and 1965 in the development of the state system of management of nature protection and analyzes the influence of institutional interests on the formation of environmental policy of the USSR. In the scientific circulation for the first time introduced a number of documents from funds of the Russian state archives.

В статье рассматривается процесс формирования и развития системы государственного управления охраной природы в РСФСР и особенности организации природоохранной деятельности министерств и ведомств. Затрагиваются вопросы становления советского законодательства в сфере охраны природы и рационального использования природных ресурсов, выявляются и анализируются причины ухудшения экологической обстановки в стране в 1950-70-х гг. Автор статьи рассматривает также роль экономических реформ 1957 и 1965 гг. в развитии государственной системы управления охраной природы и анализирует влияние ведомственных интересов на формирование экологической политики СССР. В научный оборот впервые вводится ряд документов из фондов российских государственных архивов.
