Глобализация как фактор развития инновационной деятельности

Abstract

В статье рассматриваются проблемы российской экономики в условиях вступления в ВТО. Подчеркивается необходимость создания эффективной системы управления инновационной деятельностью как фактора повышения конкурентоспособности российских предприятий. Инновационный процесс рассматривается как преобразование идеи в продукт, проходящий этапы фундаментальных и прикладных исследований, его конструкторские разработки, создание технологии производства, маркетинга, организации производства и реализации. Обосновывается, что эффективное управление инновационной деятельностью зависит от соответствующего организационного, правового, экономического, технологического, информационного, кадрового обеспечения. Одним из ключевых моментов системы управления инновационного развития является кадровое обеспечение. Выделяются основные принципы управления человеческими ресурсами развития инновационной деятельности, предлагается система развития персонала в рамках инновационной деятельности, представлен алгоритм разработки и реализации стратегии развития персонала во взаимосвязи со стратегией инновационного развития предприятия. Инновационный процесс это процесс преобразования идеи в продукт, проходящий этапы фундаментальных и прикладных исследований, его конструкторские разработки, создание технологии производства, маркетинга, организации производства и реализации. В связи с этим возникает необходимость создания системы управления, позволяющей эффективно осуществлять инновационную деятельность на предприятии.

The paper considers the challenges of the Russian economy caused by its entry into the WTO. The author emphasizes the need for an effective system of innovation management as a factor of improving competitiveness of Russian enterprises. The innovation process is seen as a transformation of ideas into products that passes the stages of basic and applied research, design, technology, marketing, production and sales. It is noted that effective management of innovation depends on the respective institutional, legal, economic, technological, information, and human resources. One of the key elements of innovation development management system is recruiting qualified staff. The author identifies the basic principles of human resource management of innovation development, puts forward personnel development system, presents the algorithm for design and implementation of personnel development strategy in conjunction with the strategy of innovative development. The paper shows that innovation process is the process of transforming ideas into products that passes the stages of basic and applied research, design, technology, marketing, production and sales. Thus, there is a need for a management system enabling effective innovation in enterprises.
