Abstract

В целях решения проблем переполненности школ и классов и необходимости дополнительного создания учебных мест перед Правительством Российской Федерации и органами государственной власти субъектов Российской Федерации стоит задача до 1 июля 2015 г. разработать и утвердить программу содействия созданию в субъектах Российской Федерации (исходя из прогнозируемой потребности) новых мест в общеобразовательных организациях, с определением источников ее финансирования. Долгосрочное прогнозирование динамики численности населения в возрасте от 7 до 17 лет свидетельствует о снижении темпов прироста численности данной возрастной группы по всем вариантам прогноза, что свидетельствует о высвобождении помещений школ, снижении наполняемости классов, уменьшение нагрузки на преподавательский состав и т.д. Анализ численности учащихся в 2013/14 учебном году подтверждает необходимость проведения аудита по данному направлению на уровне субъектов Российской Федерации для определения реальной потребности и требуемых объемов финансирования. В ходе проведенной работы, с учетом демографического прогноза и имеющегося российского и международного опыта разработаны возможные модели программы по строительству, реконструкции и капитальному ремонту школ.

In order to solve the problems of overcrowding in schools and classes and due to the need to create an additional spots, the Government of the Russian Federation and the state authorities of the subjects of the Russian Federation should develop and approve a program promoting the establishment in the subjects of the Russian Federation (based on forecast requirements) new spots in educational institutions, with funding identification by July 1, 2015. Long-term forecasting of population dynamics between 7 and 17 years of age shows a decline in a growth rate of this age group in all scenarios, which indicates the release of school premises, reducing maximum number per class, reducing teachers’ workload, etc. Analysis of the number of students in the 2013/14 academic year confirms the need for auditing in this area at the level of the subjects of the Russian Federation to determine the actual needs and the required amount of financing. In the course of the conducted works, based on the demographic projection and the existing Russian and international experience were developed the potential model programs for construction, reconstruction and capital repair of schools.
