Background. The system of manpower resources provision to regional industry presupposes balancing cooperation of the manpower market and the market of educational services in order to train specialists of new quality on the basis of regional educational systems according to structural and sectoral regional peculiarities. The goal of the study is to analyze the cooperation of the manpower market and the market of educational services aiming at provision of regional industry with manpower resources that satisfy aspirations of modern production. Materials and methods. The goal of the study was achieved on the basis of the analysis of the scheme of interrelarions of elements of the regional system of manpower resources provision to regional industry; a current demand on the regional manpower market; internal and external channels of supply on the regional manpower market; direct and reverse links of the regional manpower market and the market of educational services. The methodology included the methods of system and comparative analysis, which allow to study the system of cooperation of the manpower market and the market of educational services in order to provide regional industry with manpower resources. Results. The authors investigated the system of cooperation of the manpower market and the market of educational services aiming at attainment of adequacy of requirements of regional industry for specialists of new quality on the basis of the regional educational system on the one hand and providing workmen with corresponding working places on the other. Conclusions. The examination allows to construct a common scheme of interrelarions of elements of the regional system of manpower resources provision to regional industry; to reveal directions of cooperation of the regional manpower market and the market of educational services, imperfection of cooperation of the named regional subsystems, to elaborate recommendations for decreasing of negative impacts of uncertainty on development of the regional system of professional education.

Актуальность и цели. Система обеспечения промышленности региона трудовыми ресурсами предполагает сбалансированное взаимодействие рынка труда и рынка образовательных услуг с целью подготовки специалистов нового качественного уровня на основе развития региональной образовательной системы в соответствии со структурными и отраслевыми особенностями региона. Цель работы исследование процесса взаимодействия рынков труда и образовательных услуг в целях обеспечения промышленности региона трудовыми ресурсами, отвечающими требованиям современного производства. Материалы и методы. Реализация цели исследования была достигнута посредством анализа общей схемы взаимосвязей элементов региональной системы обеспечения трудовыми ресурсами; текущего спроса на региональном рынке труда; внутренних и внешних источников формирования предложения на рынке труда региона; прямых и обратных связей регионального рынка труда с рынком образовательных услуг. Методологический потенциал исследования включает системный и сравнительный методы, которые позволяют проанализировать систему взаимодействия рынков труда и образовательных услуг в целях обеспечения промышленности региона трудовыми ресурсами. Результаты. Исследована система взаимодействия и взаимосвязей рынков труда и образовательных услуг, нацеленная на достижение соответствия потребностей промышленности региона в специалистах нового качественного уровня на основе развития региональной образовательной системы, с одной стороны, и обеспечение работников соответствующими рабочими местами с другой. Выводы. Проведенное исследование позволяет выстроить общую схему взаимосвязей элементов региональной системы обеспечения трудовыми ресурсами; выявить направления взаимодействия региональных рынков труда и образовательных услуг, несовершенство взаимодействия названных региональных подсистем, выработать рекомендации по снижению отрицательного влияния факторов неопределенности на развитие региональной системы профессионального образования.
