The article presents an assessment of the level of market power of processing enterprises of meat and dairy industry in Mogilev region in 2015-2016. We have determined the source of market power of enterprises dominating the market. We have presented indicators for assessing the level of market power of enterprises. Based on the Instruction on the procedure for determining the dominant position of economic entities, approved by the Ministry of Economy of the Republic of Belarus dated 20.03.2015, No. 24, we have proposed to estimate the level of market power of processing enterprises of the meat and dairy industry in Mogilev region in terms of revenue from sales of products. The assessment of the level of market power of processing enterprises was carried out on the basis of calculation of concentration indices, Herfindahl-Hirschman, entropy, Gini, and variance index. It is substantiated that the meat and dairy industry of Mogilev region, represented by 9 processing enterprises in 2016, is highly concentrated. Calculation of concentration index in the dynamics indicates that in 2016 the degree of concentration (71.8%) decreased compared to 2015 (78.5%). We have determined that this is due to the commissioning of Bobruiskmoloko PUE (the entry of a new enterprise on the market) and increase in the market share of other enterprises. Based on the calculation of Herfindahl-Hirschman index, we have established that oligopolistic competition prevailed in the meat and dairy industry market represented by the processing enterprises of Mogilev region in 2016. The processing enterprises of meat and dairy industry of Mogilev Region, presented in the article, are members of the IGO "Myasomolprom". It is justified that in case of further vertical integration, a situation may arise on the market, in which enterprises lose the incentive to follow the strategy of minimizing costs and producing competitive products, but will focus on establishing a monopoly price.

В статье представлена оценка уровня рыночной власти перерабатывающих предприятий мясомолочной отрасли Могилевской области в 2015–2016 гг. Определен источник рыночной власти предприятий, доминирующих на рынке. Представлены показатели оценки уровня рыночной власти предприятий. Основываясь на Инструкции о порядке определения доминирующего положения хозяйствующих субъектов, утвержденной постановлением Министерства экономики Республики Беларусь от 20.03.2015 г. № 24, предложено оценку уровня рыночной власти перерабатывающих предприятий мясомолочной отрасли Могилевской области провести по объему выручки от реализации продукции. Оценка уровня рыночной власти перерабатывающих предприятий проведена на основе расчета индексов концентрации, Херфиндаля-Хиршмана, энтропии, Джини, показателя дисперсии. Обосновано, что мясомолочная отрасль Могилевской области, представленная в 2016 г. 9 перерабатывающими предприятиями, является высококонцентрированной. Расчет индекса концентрации в динамике свидетельствует о том, что в 2016 г. степень концентрации (71,8 %) уменьшилась по сравнению с 2015 г. (78,5 %). Определено, что это связано как с вводом в эксплуатацию ПУП «Бобруйскмолоко» (вход нового предприятия на рынок), так и увеличением рыночной доли других предприятий. На основе расчета индекса Херфиндаля-Хиршмана выявлено, что на рынке мясомолочной отрасли, представленной перерабатывающими предприятиями Могилевской области, в 2016 г. преобладала олигополистическая конкуренция. Представленные в статье перерабатывающие предприятия мясомолочной отрасли Могилевской области входят в МГО «Мясомолпром». Обосновано, что в случае дальнейшей вертикальной интеграции возможно возникновение ситуации на рынке, при которой предприятия потеряют стимул к следованию стратегии минимизации издержек и производству конкурентоспособной продукции, а сосредоточатся на установлении монопольной цены.
