О роли промышленных кластеров и промышленных технопарков в развитии механизмов координации и кооперации в сфере промышленности

Abstract

In article the role of industrial clusters and science and technology parks in development of administrative, financial and other mechanisms of cooperation and coordination of activity of independent economic entities in the industry sphere at implementation of scientific and technical and (or) innovative activity is considered by them, development of new technologies and innovative products. The conclusion is drawn on need of stimulation of processes of creation and development of industrial clusters and science and technology parks as elements of infrastructure of innovations in the industry. The author has developed the methodical approach including system of indicators and criteria for evaluation of a level of development of mechanisms of coordination and cooperation in the industry sphere at implementation of scientific and technical and innovative activity. Basic provisions and conclusions of article have the practical importance and can be used when developing regulations concerning development of industrial clusters, industrial science and technology parks, the state support of innovative projects in industries.

В статье рассматривается роль промышленных кластеров и технопарков в развитии административных, финансовых и прочих механизмов кооперации и координации деятельности самостоятельных хозяйствующих субъектов в сфере промышленности при осуществлении ими научно-технической и (или) инновационной деятельности, разработке новых технологий и инновационных продуктов. Сделан вывод о необходимости стимулирования процессов создания и развития промышленных кластеров и технопарков в качестве элементов инфраструктуры инноваций в промышленности. Автором разработан методический подход, включающий систему показателей и критериев оценки уровня развития механизмов координации и кооперации в сфере промышленности при осуществлении научнотехнической и инновационной деятельности. Основные положения и выводы статьи имеют практическую значимость и могут быть использованы при разработке нормативных правовых актов по вопросам развития промышленных кластеров, промышленных технопарков, государственной поддержки инновационных проектов в отраслях промышленности.
