Abstract

The traditional model of education is focused on delineation of disciplinary knowledge in the form of relatively autonomous, closed storage systems, which must be “embedded” into the heads of students. This model, being primarily closed and close to equilibrium, is practically incapable of development, and therefore becoming increasingly inadequate realities of global change the world entering an era of era of bifurcation. The ideology of the competency approach in the higher military professional education suggests that military-professional competences are system, a high level of integration of education. The cluster model makes it possible to see the weaknesses in the structure of professional competence of the student and, accordingly, to correct them through individual work with a teacher, counseling, tutoring, training and allows you to see the reasons for the low efficiency of learning outcomes at the level of small behavioral markers. Developed cluster ready model is comparable with the list of standards and requirements for a degree of military high school graduate, but unlike the latter is a special list of rules and requirements as precisely matched in order to fulfill their combat tasks of internal troops of the Russian Interior Ministry. The proposed cluster model allows the targeted building individual plans, plan individual work with the student teacher, counseling, tutoring, training, etc.
