A systematic approach to the development of the economic mechanism of resource saving in grain production involves the formation of economic relations based on the ultimate on-exists individually production resources, linking the additional costs of production resources owls with access products, generating additional profit. Existing evaluation methods have the disadvantage is expressed in the absence of the possibility of accounting for the value of IP-used indicators. The author suggests a method for assessing the effectiveness of the development of economic mechanism of resource saving in grain production, allowing the dynamics to assess the extent of the marginal utility of production resources. For estimation of efficiency of development of economic mechanism of resource saving in grain production used frequently by indicators. Ranks taking into account the marginal utility installed on the basis of the rates of their impact on the gross profit identified according to the results of the correlation analysis conducted on the basis of statistical supervision of the financial and economic status of agricultural enterprises of the grain specialization of the region. The closer the value of the resulting assessment of the extent of the actual distribution of growth rates of private indicators their distribution with the account of the usefulness of the cost of production resources, to unity, the higher the efficiency of the development of the economic mechanism of resource taking into account the marginal utility costs of production resources. The value of the complex coefficient of efficiency of development of the economic mechanism of resource saving in grain production shows the extent of the usefulness of the productive resources of agricultural enterprises of the grain specialization. The proposed technique allows not only to assess the effectiveness of the development of the economic mechanism of resource saving in grain production in the region, and also to reveal the reserves to reduce its resource requirements and develop a complex of measures directed on increase of efficiency of utilization of production resources.

Системный подход к развитию экономического механизма ресурсосбережения в зерновом производстве предполагает формирование экономических отношений на основе предельной полезности производственных ресурсов, то есть увязку дополнительных затрат производственных ресурсов с дополнительным выходом продукции, приносящей дополнительную прибыль. Существующие способы оценки имеют недостаток, выражающийся в отсутствии возможности учета значимости используемых показателей. Автором предложена методика оценки эффективности развития экономического механизма ресурсосбережения в зерновом производстве, позволяющая в динамике оценить степень учета предельной полезности производственных ресурсов. Для оценки эффективности развития экономического механизма ресурсосбережения в зерновом производстве использованы частные показатели ресурсоотдачи. Ранги с учетом предельной полезности установлены исходя из степени их влияния на валовую прибыль, выявленной по результатам корреляционно-регрессионного анализа, проведенного на основании статистических наблюдений за финансово-экономическим состоянием сельскохозяйственных предприятий зерновой специализации региона. Чем ближе значение показателя, полученного в результате оценки степени соответствия фактического распределения темпов роста частных показателей ресурсоотдачи их распределению с учетом полезности затрат производственных ресурсов, к единице, тем выше эффективность развития экономического механизма ресурсосбережения с учетом предельной полезности затрат производственных ресурсов. Величина комплексного коэффициента эффективности развития экономического механизма ресурсосбережения в зерновом производстве показывает степень учета полезности производственных ресурсов сельскохозяйственных предприятий зерновой специализации. Предложенная методика позволяет не только оценить эффективность развития экономического механизма ресурсосбережения в зерновом производстве региона, а также выявить резервы снижения его ресурсоемкости и выработать комплекс мероприятий, направленных на повышение эффективность использования производственных ресурсов.
