О подготовке кандидатов наук и PhD в рамках Болонской системы: к постановке проблемы

Abstract

Bologna system of higher education, the introduction of which in Russia was accompanied by intense debates, is now fully fixed by the Law on Education in the Russian Federation. One of the most radical statements of this Law is transferring postgraduate studies from the area of postgraduate education into the third level of higher education, which now looks like ‘baccalaureate magistracy postgraduate studies’. Such structure is entirely consistent with the one adopted by the US and the EU, where the third stage is completed by awarding the degree of Doctor of Philosophy (PhD). It is easy to see that existing in Russia academic degree ‘Candidate of Science’ does not fit this model, if only because after defending the doctoral dissertation the diploma of the Higher Attestation Commission and not of a university is given, as it is done in the US and Europe

Болонская система высшего образования, введение которой в России сопровождалось острыми дискуссиями, в настоящее время полностью закреплена «Законом об образовании в РФ». Одним из наиболее радикальных положений этого закона является перевод аспирантуры из сферы постдипломного образования в третью ступень высшего образования, которое теперь выглядит как «бакалавриат магистратура аспирантура». Такая структура полностью соответствует принятой в США и странах ЕС, где третья ступень завершается присуждением степени доктора философии (PhD). Легко видеть, что существующая в России учёная степень «кандидат наук» не вписывается в эту модель хотя бы потому, что после защиты кандидатской диссертации выдается ваковский, а не вузовский диплом, как это принято в США и Европе.
