Условия и факторы, влияющие на целевые установки инновационного развития региона

Abstract

In modern Russian conditions of one of the most actual problems of regional policy ensuring stability of social and economic development is. In the circumstances keen interest is shown to reproduction approach to a sustainable development of social and economic systems. It is connected with that the main reason causing unstable type of development of regional social and economic systems in Russia, the unbalance of reproduction mechanisms which is showing in deformation of reproduction proportions in the sphere of production of goods, processes of depopulation and lack of the effective mechanism of distribution of a manpower, deepening of interregional differentiation in levels of social and economic development of territories acts. In article topical issues of sustainable and innovative development of regions that has the special importance at differentiation of regions of the Russian Federation on a level of development and activity scales are considered. Conditions and the factors influencing innovative development of the region are in detail presented. Distinctions in economic sense of the concepts «factors» and «conditions» and their role in steady innovative region development are considered. Approaches of development of innovative processes in economic systems, and as are stated to feature of innovative processes in regional economic systems.

В современных российских условиях одной из наиболее актуальных задач региональной политики является обеспечение устойчивости социально-экономического развития. В сложившейся ситуации повышенный интерес проявляется к воспроизводственному подходу к устойчивому развитию социально-экономических систем. Это связано с тем, что основной причиной, обусловливающей неустойчивый тип развития региональных социально-экономических систем в России, выступает разбалансированность воспроизводственных механизмов, проявляющаяся в деформации воспроизводственных пропорций в сфере материального производства, процессах депопуляции и отсутствии эффективного механизма распределения трудовых ресурсов, углублении межрегиональной дифференциации в уровнях социально-экономического развития территорий. В статье рассмотрены актуальные вопросы устойчивого и инновационного развития регионов, что имеет особую значимость при дифференциации регионов Российской Федерации по уровню развития и масштабам деятельности. Подробно представлены условия и факторы, влияющие на инновационное развитие региона. Рассмотрены различия в экономическом смысле понятий «факторы» и «условия» и их роли в устойчивом инновационном развитии региона. Изложены подходы развития инновационных процессов в экономических системах, а также особенности инновационных процессов в региональных экономических системах.
