Abstract

Проанализировано состояние институциональной среды недропользования в Ямало-Ненецком автономном округе, одном из крупнейших природно-ресурсных приарктических регионов страны, включающее нормативно-законодательное и организационное обеспечение, в том числе процесс лицензионного доступа к недрам и формы государственно-частного партнерства. Отмечается, что существующая институциональная среда недропользования в ЯНАО полностью координируется с международными и федеральными формальными правилами и организационными структурами, осуществляющими процесс недропользования. Однако для дальнейшего эффективного сопровождения воспроизводства и развития минерально-сырьевой базы округа необходима ее своевременная трансформации. Обозначены направления этой трансформации.

The article analyzes the institutional environment of the nature use in the Yamal-Nenetsky Autonomous District, one of the largest natural resource of Arctic region, including regulatory and legislative and organizational support, including the process of licensed access to resources and forms of public-private partnerships. It is noted that the existing institutional environment of the nature use in Yamal is completely coordinated with international and federal formal rules and organizational structures involved in the process of subsoil use. However, for further effective maintenance of reproduction and development of mineral raw material base of the region, its timely transformation is necessary. The directions of this transformation are outlined.
