Государственная политика по попечительству в образовательной сфере

Abstract

Purpose: research historical experience of formation and successful functioning of institute of guardianship in the educational sphere of the Russian Empire in XIX the beginning of the XX centuries. Historically Russia was put before need to force speed of construction and improvement of quality of national education. For this purpose the system from 15 educational districts led by trustees, including 14 university complexes with difficult educational infrastructure was created. Methodology: method of carrying out work: methodological base of research are the principles of historicism and dialectic materialism, objectivity, scientific reliability and chronological sequence. Also the method of interdisciplinary integration. This article used an extensive database of sources: acts, help and statistical materials. Results: need of revival of institute of guardianship and educational districts with trustees at the head at the beginning of the XIX century as a government initiative in the solution of a state policy in the conditions of reforms of the educational sphere is proved. Importance of the government official the Trustee of the educational district having the right status is shown. It allowed to carry out reforming of the educational sphere to short terms. All this was power and force of the state control system of educational institutions, both in central, and in regional systems. Practical implications: a research can be used in the implementation of government programs in the field of modernization of the national education system, as well as to fill gaps in the study of the history of Russia.

Цель: исследование исторического опыта становления и успешного функционирования института попечительства в образовательной сфере Российской империи в XIX начале XX вв. Исторически Россия была поставлена перед необходимостью форсировать темпы строительства и повышения качества народного образования. С этой целью была создана система из 15 учебных округов во главе с попечителями, включающей в себя 14 университетских комплексов со сложной образовательной инфраструктурой. Метод проведения работы: методологической базой исследования являются принципы историзма и диалектического материализма, объективности, научной достоверности и хронологической последовательности. Также потребовался метод междисциплинарной интеграции. Использовалась обширная база источников: законодательных актов, справочно-статистических материалов. Результаты: обоснована необходимость возрождения института попечительства и-учебных округов с попечителями во главе в началеXIX в. как правительственная инициатива в решении государственной политики в условиях реформ образовательной сферы. Показана важность государственного чиновника Попечителя учебного округа,-обладающего правым статусом. Это позволило в короткие сроки провести реформирование образовательной сферы. Все это являлось мощью и силой государственной системы управления образовательными учреждениями, как в центральных, так и в региональных системах. Область применения результатов: исследование может быть использовано при реализации государственных программ в области модернизации отечественной системы образования, а также для восполнения пробелов в изучении истории России.
