The present-day unstable geopolitical situation reinforces political, economic and reputation challenges for Russia. The necessary of transfer to an innovation way of development seems evident. The choice of an innovation paradigm as a main vector of the state development is a key condition of support of strong position for Russian Federation at the international arena. Economic basis for an innovation way of state development acquires the pronounced political slant. The theme of innovation development today is one of the methods of home and foreign policy positioning of the Russian state, forming of convincing home and foreign policy image. In the context of traditionally existing paternalism model of the Russian state system the role of the state in making of an innovation economics and forming of an innovation culture is determinant. In the article the instruments and mechanisms, which the state uses for support of innovations, are researched. The review of the official documents for support of innovation state development is carried out. The current innovation infrastructure, including science cities, centers for collective use, engineering centers, is analyzed. Such innovation institutes as technological platforms and clusters, are viewed. Such mechanisms for innovation support as federal target programs and state funds for science financing, are examined. The mechanisms of support and stimulation of innovation research activity in the universities field (government regulations №218,219, 220, 9 April 2010) are researched. The political decision about the choice of innovation paradigm in development of the Russian state system at the present stage has been made, and now the main task is to establish conditions for maximum optimization of innovation modernization process at the state, industry and scientific educational levels. Taking into account the pronounced political problems of the transfer of the state development to an innovation way in the face of the scientific political science community today the serious challenge has existed for forming of the recommendations for working out of the strategy of state innovation policy positioning as for home politics, so at the international arena. The convincing policy in the field of positioning of the innovations as an essential characteristic of the Russian state system further to the system strategy of the practical support of the innovation environment will influence on overcoming traditionally low demand of the Russian economics for innovations, reinforcement social economic potential of Russia and improvement its image characteristics in the world community.

Анализируются концептуальные основания для выбора инновационной парадигмы в позиционировании современной российской государственности. Указывается на важность политического аспекта в становлении инновационного государства. Исследуется механизм использования темы инновационного развития для формирования внутрии внешнеполитического имиджа государства. Анализируются инструменты инновационного развития, используемые государством для формирования инновационной российской экономики и культуры.
