Направления развития региональной инновационной подсистемы

Abstract

Synthetic approach of an assessment of development and capacity of innovations for identification of a level of demand and the offer of innovative production in the region is offered. On the basis of the created system of indicators, the correlation and regression analysis with identification of the most significant factors, influencing development of a regional innovative subsystem is carried out. The functional and structural model of a regional innovative subsystem is developed. The model, describes interaction of the specified elements, shows that the role of private (enterprise) sector consists in creation of technologies on the basis of own researches and development in scientific centers of large corporations and small knowledge-intensive firms and in market development of innovations; state role – in assistance to production of fundamental knowledge (at universities) and a complex of high technologies, and also in creation of infrastructure and favorable institutional climate for innovative activity.

Предложен синтетический подход оценки освоения и емкости инноваций для выявления уровня спроса и предложения инновационной продукции в регионе. На основе сформированной системы показателей, проведен корреляционно-регрессионный анализ с выявлением наиболее значимых факторов, влияющие на развитие региональной инновационной подсистемы. Разработана функционально-структурная модель региональной инновационной подсистемы. Модель, описывает взаимодействие указанных элементов, показывает, что роль частного (предпринимательского) сектора состоит в создании технологий на основе собственных исследований и разработок в научных центрах крупных корпораций и малых наукоемких фирм и в рыночном освоении инноваций; роль государства – в содействии производству фундаментального знания (в университетах) и комплекса высоких технологий, а также в создании инфраструктуры и благоприятного институционального климата для инновационной деятельности.
