Инструменты эффективной социально-экономической политики в современных условиях (на примере АПК)

Abstract

В процессе рыночных реформ агарный сектор российской экономики потерял 1/3 пахотных площадей, 1/2 численности крупного рогатого скота, лишился более половины работников и специалистов. По технической вооруженности он отброшен к уровню 1960-х годов. Были ликвидированы агропромышленные и животноводческие комплексы, агрофирмы. Вследствие указанных потерь Россия, в обмен на энергоносители, закупает более половины необходимых для внутреннего потребления продовольственного сырья и готовых продуктов. Современным руководством страны выдвинута задача создания "эффективного сельского хозяйства" и амбициозного проекта, реализация которого позволит России "кормить весь мир". В статье рассмотрены основные пути повышения эффективности аграрного сектора экономики, представлены механизмы и практические рекомендации по их реализации.

In the process of market reforms the agrarian sector of the Russian economy lost 1/3 of arable lands, 1/2 of cattle, as well as over a half of employees and specialists. A number of agro-industrial and cattle complexes were closed. As a result, the sector’s capacity is that of 1960s, and right now Russia has to sell its energy sources to purchase over 50% of raw materials and ready produce necessary for internal consumption. The government set the target of developing “effective agriculture,” as well as a more ambitious project that will allow the county “to feed the whole world.” The article discusses ways of increasing agricultural efficacy and gives practical recommendations for their implementation
