Abstract

Топливно-энергетический комплекс России на протяжении всей истории его существования имел большое значение для экономики страны. Основное предназначение (обеспечение всех видов экономической деятельности и непромышленных потребителей энергией и энергоносителями) под влиянием политических и экономических факторов сменилось ролью финансового амортизатора. После мирового энергетического кризиса российская экономика стала зависимой от нефтедолларов. Во многом поступления от экспорта энергоресурсов продлили существование Советского союза, который постиг идеологический кризис. Дальнейшее усиление зависимости национальной экономики от энергетических отраслей продолжилось в рамках «газовой паузы» и достигло своего апогея в период перехода к рыночной экономике. Поступления от экспорта энергоресурсов нивелировали последствия зачастую не самых удачных реформ, обеспечивая определенную стабильность национальной экономике. В настоящее время сохранение такой роли топливноэнергетического комплекса недопустимо в рамках принятого правительством плана перехода от сырьевой модели экономки к инновационной, с одной стороны, и происходящих изменениях в мировой экономической системе с другой. Сделать ключевым исходное предназначение отраслей энергетики можно за счет развития в них инновационной деятельности. Сдерживающими факторами последней выступает ряд проблем отечественной энергетики, обусловленных ее функционированием. Большинство из этих проблем являются внутренними, поэтому и решения их необходимо искать внутри энергетического комплекса -в смене подходов к управлению. Актуальным меняющимся условиям хозяйствования и современному состоянию энергетики является процессный подход. Однако для его эффективного применения необходимо учитывать технико-экономические особенности продукции и производственных процессов в отраслях топливно-энергетического комплекса.

Fuel and energy complex of Russia has always had great importance for the national economy. Initially it was intended to ensure that all economic activities, and non-industrial consumers of energy and energy resources. Then it began to serve as a financial shock absorber under the influence of political and economic factors. The Russian economy has become dependent on petrodollars from the global energy crisis. Revenues from energy exports to prolong the existence of the Soviet Union during the ideological crisis. Increased dependence of the national economy from the energy sectors continued in the framework of the "gas pause" and reached its apogee in the period of transition to a market economy. Revenues from energy exports to neutralize the consequences of failed reforms, ensuring stability of the national economy. At present, the preservation of this state of fuel and energy complex is not allowed in the framework of the transition from the resource-based economy to innovative economy, on the one hand, and the ongoing changes in the world economic system to another. Make the original purpose of the key sectors of energy can be achieved by the development of innovation in them. The problems of the domestic energy sector, due to its operation, hinder the development of innovative activities. Most of these problems are internal, so they need to look for a solution within the energy industry namely, a change in management approaches. The process approach is relevant changing economic conditions and the current state of energy. However, for its effective application must take into account the technical and economic characteristics of products and production processes in the fuel and energy complex.
