Оценка инновационного потенциала через призму индикаторов развития информационного общества и экономики знаний

Abstract

A current worldwide transition to the information society and knowledge-based economy is one of the key elements of the states' competitiveness raising strategies at the international level. This explains the rationale to explore the processes through the analysis of the modern monitoring systems methodology emploed today. A variety of the existing systems of the indicators and monitoring methodologies of the information society and knowledge-based economy development stimulates critical evaluations, and leads to the need of analyzing their specific features. This along with the analysis of the current indicators of the information society development constitutes the basis for the impartial assessment of the state's innovation capacity, its competitiveness and future development prospects. The paper highlights the results from the analysis of the three systems of indicators of monitoring of the information society and knowledge economy development, including the Networked Readiness Index (NRI), ICT Development Index (IDI), and Knowledge Economy Index (KEI). The authors analyze Russia's position in world ranking system in 2002-2009 period in terms of the information society and knowledge economy development on the basis of the indices explored

Актуальность изучения существующих систем мониторинга объясняется тем, что на современном этапе развития переход к информационному обществу (ИО) и экономике знаний (ЭЗ) становятся одним из решающих элементов национальной стратегии повышения конкурентоспособности страны на международной арене. Разнообразие предлагаемых методик систем индикаторов развития ИО и ЭЗ привело к появлению различных оценок, в связи с чем анализ существующих методик, выявление их особенностей, наряду с анализом текущих показателей выступают необходимой составляющей объективной оценки инновационного потенциала страны, её конкурентных преимуществ и будущих перспектив развития. В статье представлены результаты анализа трех систем индикаторов мониторинга развития информационного общества и экономики знаний различных международных организаций, таких как: индекс сетевой готовности (Networked Readiness Index (NRI)); индекс развития информационно-коммуникационных технологий (ICT Development Index (IDI)); индекс экономики знаний. На основе изученных индексов авторами осуществлен анализ позиции России в мировом рейтинге в период 20022009 гг.
