Финансовое обеспечение государственных образовательных услуг в российской высшей школе в условиях инновационной экономики

Abstract

The article discusses the key issues of funding of Higher education in Russia. It is based on the analysis of foreign and national experience in Higher education financing, and it takes into account the requirements of the Federal Law No. 83 of May 8, 2010 and of the Russian President’s Decree No. 599 of May 7, 2012. A new approach to development and to validation of the per-student funding model for educational programs in Russian universities is proposed. A theoretical justification for standard implementation costs of educational programs in Russian universities is given. New algorithms for standard costs calculation are devised according to the specificity of certain educational programs. Th e article gives examples of using this approach for the calculation of educational programs costs in St. Petersburg State University and in some other universities of Russia. The article formulates a set of amendments and additions for the normative-legal documents regulating funding procedure in the leading universities of Russia (such as Moscow State University and St. Petersburg State University).

Статья посвящена ключевым проблемам финансирования высшего профессионального образования в России на современном этапе ее реформирования. На основе анализа зарубежного и отечественного опыта финансирования высшего образования, а также с учетом требований Федерального закона от 8 мая 2010 года № 83-ФЗ и Указа Президента России от 7 мая 2012 года представлен авторский подход к разработке, формированию и обоснованию модели, методов и механизмов финансового обеспечения государственных образовательных услуг, в том числе к определению нормативных затрат на реализацию образовательных программ высшего и послевузовского профессионального образования в российских высших учебных заведениях. Приведены примеры использования данного подхода для расчёта затрат на реализацию образовательных программ СПбГУ и других вузов России. Обоснованы и сформулированы предложения по уточнению нормативно-правовых актов, регулирующих деятельность МГУ им. М. В. Ломоносова, СПбГУ и других системообразующих вузов России в части порядка их финансирования.
