Направления совершенствования государственной поддержки товарного рыбоводства на Европейском Севере России

Abstract

The paper considers the present status and development of aquaculture commodity in the European North of Russia, development potential of the industry (water bodies, market expansion, increased consumption of aquatic biological resources, etc.), the negative factors hindering the development of aquaculture (legal, financial, technological, infrastructure, environmental and others). Measures for state support of the industry, adopted at the regional level (in the Republic of Karelia, Komi Republic, Murmansk region, Arkhangelsk region, Vologda region) and on the federal level are observed. The adoption in 2013 of the law establishing the legal basis of domestic aquaculture, allows to determine the perspective ways of development of commercial aquaculture. Measures directed to development of aquaculture for formation of full complex in this sphere of activity, including research and training in the field of commercial fish farming, the development of legal and economic mechanisms of co-financing of regional programs for the development of the complete-cycle fisheries complexes, the reduction of customs duties on the import of equipment, support for aquaculture insurance. The implementation of the existing and additional measures of the state support will contribute to the holistic complex in commercial aquaculture in the European North of Russia: research and development training equipment and technologies fish material feed growing of aquaculture fish processing and storage sale of living aquatic resources.

Рассматривается современное состояние и развитие товарной аквакультуры на Европейском Севере России, потенциал развития отрасли (водные объекты, расширение рынка сбыта и т.д.), негативные факторы, сдерживающие развитие аквакультуры (правовые, финансовые, инфраструктурные и иные) и меры по государственной поддержке отрасли. Принятие в 2013 г. закона, устанавливающего правовые основы отечественной аквакультуры, позволяет определить перспективные пути развития товарной аквакультуры. Организованы меры по ее развитию для формирования целостного комплекса в рассматриваемой сфере деятельности.
