Качество муниципальной образовательной системы как цель инновационной деятельности и условие реализации социального заказа

Abstract

The article analyzes the complex of the questions connected with problematics of quality of education with reference to municipal educational system. Its componential structure, the most important aspects of quality are analyzed from the positions of the system approach. The quality of educational system is presented in article in logic of principles of duality (the unity of quality of functioning and quality of development), interconnection, integration and complimentarily of intrasystem and external system's quality. The ratio of concepts "quality" and "efficiency" of municipal educational system is defined. The experience of innovative activity upon the perfection of qualitative parameters of municipal educational system of Vsevolozhskiy district, Leningrad region is presented in direction of its fullest performance of the social control.

В статье рассмотрен комплекс вопросов, связанных с проблематикой качества образования применительно к муниципальной образовательной системе. С позиций системного подхода анализируется ее компонентный состав, наиболее важные аспекты качества. Качество образовательной системы представлено в статье в логике принципов дуальности (единство качества функционирования и качества развития), взаимосвязи, единства и взаимодополнения внутрисистемного и внешнего системного качества. Определено соотношение понятий «качество» и «эффективность» муниципальной образовательной системы. Презентуется опыт инновационной деятельности по совершенствованию качественных параметров муниципальной образовательной системы Всеволожского района Ленинградской области в направлении обеспечения наиболее полного выполнения ею социального заказа.
