Abstract

The law «On Education in the Russian Eederation» dated 29.12.2012 number 273-EZ defines postgraduate program as a program at the third level of higher education. The article considers the risks related to the low structuring of the created three-tier system of higher education. An international practice is analyzed together with the methodologies and managerial decisions that possibly may be applied in Russian universities. A model structure of the postgraduate school curriculum is proposed.
