Концепция управления инновационным процессом

Abstract

The conceptual-categorical apparatus of innovation process and management of innovation process was presented in this article. A review of works of scientists to innovation, approaches to the theory of innovation and innovation development was presented. Approaches of Kazakh, Russian and foreign scientists to the innovation process and its management were analyzed. The concept of management of the innovation process was offered. The advantages and differences of the author's approach were offered. Management through the allocation of mesoobjects was proposed. There was identified mesolevel, according to its technological level of types of manufacture and sub-mesolevel subtypes of economical activity. The analysis of the structure of the manufacturing industry in Republic of Kazakhstan was presented. The author calculated and presented the share of medium-low-tech, low-tech, medium-high and high-tech types of industries in the total volume of innovative products. The concentration of the innovative activity was identified. The author concluded that the concentration of innovation is higher in medium-high-tech and high-tech kinds of industries that is necessary to develop. In a behavioral aspect there is also a need to stimulate these types. On the basis of this methodology, we can identify problem points, as well as stimulus, anti-stimulus, input into the innovation process and we can manage the innovation process, namely developing the types of production, which were described above. Using an integrated approach it is proposed to form a regional innovation clusters, whereby the innovation process will be activated, thus allowing to form a «traditional» model of innovative development of the economy. The proposed integration approach will eliminate a number of problems and activate the innovation process, thus contributing to the construction of new models of innovation development of the economies of developed and developing countries on the basis of the factors of «entry» into the innovation process.

В данной статье дан понятийно-категориальный аппарат инновационного процесса, управления инновационным процессом. Дан обзор трудов ученых по инновациям, подходы к теории инноваций, инновационного развития. Проанализированы подходы казахстанских, российских, зарубежных ученых к инновационному процессу и управлению им. Предложена концепция управления инновационным процессом. Показаны преимущества и отличия авторского подхода. Предложено управление посредством выделения мезообъектов. Выделен мезоуровень по степени технологичности видов производств и подмезоуровень подвиды экономической деятельности. Проведен анализ структуры обрабатывающей промышленности Республики Казахстан. Рассчитана и представлена доля средне-низко-, низко-, средне-высокои высокотехнологичных видов производств в общем объеме инновационной продукции. Выявлена концентрация инновационной деятельности. Сделаны выводы, что концентрация инновационной деятельности выше в средне-высокои высокотехнологичных видах производств, поэтому необходимо развивать инновации именно в этих видах производств. В поведенческом аспекте также необходимо стимулировать эти виды. На основе использования этой методологии можно выявить узкие места, а также стимулы, антистимулы, вход в инновационный процесс и управлять инновационным процессом, развивая именно указанные виды производств. Используя интеграционный подход, предложено сформировать региональные инновационные кластеры, за счет чего будет активизирован инновационный процесс, что позволит сформировать «традиционную» модель инновационного развития экономики. Предлагаемый интеграционный подход позволит ликвидировать ряд проблем и активизировать инновационный процесс, что в целом приведет к построению новых моделей инновационного развития экономики в развитых и развивающихся странах исходя из факторов «входа» в инновационный процесс.
