Abstract

В статье на примере внедрения системы энергетического менеджмента на основе требований Международного стандарта ISO 50001:2011 рассматриваются основные принципы проектирования целостной процессно-ориентированной системы управления с применением системного подхода к управлению организацией. Успешность внедрения организационных изменений и последующего функционирования и развития системы энергетического менеджмента зависит от комплексного похода к проводимым изменениям и обеспечения целостности стратегии, бизнес-процессов и организационной структуры предприятия. В статье проанализирована потребность во внедрении системы энергетического менеджмента и приведены основные этапы построения системы, включающие разработку принципов деятельности предприятия и стратегических целей в области энергоэффективности, актуализацию требований к бизнес-процессам и деятельности подразделений, направленных на энергоэффективность. Представляемые авторами подходы приведены на примере внедрения системы энергетического менеджмента на одном из предприятий нефтегазовой сферы Российской Федерации.

In the article basic principles in development of the process based management system are explained by giving an example of energy management system implementation (the International Standard ISO 50001:2011 requirements). The success of organizational changes and further advance in energy management system depends on the complex approach to these changes and ensuring the completeness of strategy, business processes and organizational structure. The necessity in energy management system is analyzed. Besides the main stages of the system development are specified including the arrangement of the company’s activities principles and strategic goals concerning energy efficiency, requirements realization of business processes and activities of subdivisions aiming at the continual improvement of energy performance. The approach is presented by giving the real example of energy management system implementation directly on the factory in the Russian Federation oil and gas industry.
