Abstract

В настоящее время Правительство Российской Федерации уделяет большое внимание сфере высшего и послевузовского образования. Но в российской научной литературе существуют пробелы, связанные с общей оценкой эффективности деятельности сферы высшего образования. В статье рассматривается проблема межрегиональной дифференциации уровня доходов населения по регионам России. Проводится эмпирическая оценка влияния различий в объемах накопленного человеческого капитала на уровни и предельные приросты суммарной заработной платы и доходов всего населения в региональном разрезе в период с 2001 по 2011 г. Доказано существенное влияние на межрегиональную дифференциацию уровня доходов фонда высшего образования, которое в последние годы превосходило влияние накопленного объема основных фондов. Кроме того, региональный рост фонда высшего образования способствует росту заработной платы и доходов населения в целом, но снижает долю легальной заработной платы в доходах населения. Результаты исследования расширяют знания в области экономики образования Российской Федерации.

Currently, the Russian government pays great attention to the field of higher and postgraduate education. But in the Russian scientific literature there are gaps related to the effectiveness of the overall evaluation of the higher education sector. The article dwells upon the problem of interregional income spread of the Russian population. Empirical estimator of difference influence accounting for human capital accumulated in Russian regions on wage levels and maximum increase of total wage levels and population income for 2001-2011 is carried out. Higher education, exceeding the influence of accumulated volume of the main funds, has a great influence on income spread in Russian regions. Besides, increase of higher education fund in Russian regions contributes to the population's wage increase and growth in income, but at the same time it decreases legal wages. Results of the study extend knowledge of the economics of education of the Russian Federation.
