Некоторые вопросы правового регулирования производства и использования твердого биотоплива в России и странах Европейского союза

Abstract

Вопрос ограниченности ресурсов топлива в современном мире является одним из самых актуальных. Необходимость перехода на альтернативные источники диктуется не только удорожанием ископаемых энергоресурсов, но и угрозами глобального изменения климата. Возобновляемые виды топлив начинают играть все большую роль в топливном балансе большинства стран. При этом использование биотоплива является одним из наиболее перспективных направлений. В статье проведен анализ существующего законодательства России и стран Европы по вопросу регулирования производства и использования биологического топлива, преимущественно твёрдого, а также обсуждаются возможные направления развития международного правового сотрудничества в сфере биоэнергетики.

The issue of limited resources in today"s world is one of the most urgent. The need to move to alternative sources is dictated not only by rising prices on fossil fuels, but also by threats of global climate change. Renewable fuels are beginning to play an increasingly important role in the fuel balance of most countries. The use of biofuels is one of the most promising areas. The current legislations of Russia and European countries on the production and use of biofuels, mostly solid are analyzed. Possible directions for the development of international legal cooperation in the field of bioenergy are discussed.
