Новые механизмы финансирования вузов на основе ГИФО

Abstract

The article considers a new mechanism to finance high school on the basis of SNFO for stimulation of educational services quality. The suggestions made by the author regarding this mechanism improvement should be considered in regulatory legal acts of the Ministry for Education of the Russian Federation. They will help to eliminate barriers that inhibit efficient financial relations development in the high school sphere and strengthen their independence in using budget and off-budget sources. The main object of research is the system of finance on the basis of SNFO. SNFO financial resources for different categories and methodology of SNFO costs computing on the basis of financial standard for educational services are analysed in the article.

В статье рассмотрен новый механизм финансирования вузов на основе ГИФО для стимулирования повышения качества образовательных услуг. Высказанные автором предложения по совершенствованию данного механизма должны найти отражение в нормативно-правовых актах Министерства образования РФ. Это позволит снять ограничения, сдерживающие развитие эффективных финансовых отношений в сфере ВПО, и повысит их самостоятельность в использовании бюджетных и внебюджетных средств. Главным предметом исследования является механизм финансирования на основе ГИФО. Анализируется финансовое обеспечение ГИФО для различных категорий, а также методика расчета стоимости ГИФО на основе норматива финансовых затрат на предоставление образовательных услуг.
