Abstract

The purpose of the article is the review of various components of changes and reforms in sphere of higher education. Certainly, process of reforms proceeds with various intensity in various regions and the countries of the world, however the expressed changes are observed everywhere. The modern higher education is the successor of thousand-year socially-organizational system, therefore to estimate modern higher education, it is not enough to consider changes in its structure and functions for last decades for many basic features of higher education have developed already in Middle Ages. Become popular the concept «Education through all life» (Life Long Learning LLL) reflects not only desire of constant development of experts, but also difficulties of forecasting of public needs.
